Please help as i have received an e-mail from the London office stating that my application was returned on 02-10-2010 and i have still not received it. As the quota has been filled for 1122, can i still apply for the same with deficient docs. Also is this an authentic address (re-london-im-enquiry @ international.gc.ca) as i received an e-mail from them. I posted them about my 2AOR but they responded with the below mail. Please advise.

Now it is useless to apply under 1122, the Cap 1000 has been already filled. Wait for new rules to implement.

I am surprised, since June 26 applications received toward the overall cap is just 4,086 of 20,000 as of November 22, 2010. However, still the processing time is not being reduced.
