If you have a job offer but the employer would like you to start working once you get your PR, the employer does not want to go through the process involving HRDC. Can the employer still send a letter to immigration saying they are offering you a job once you get PR?? Would it help?

It would give you more points.  It won't expedite your application or get you into Canada any faster.

It seems more appropriate if the emplyer's offer is without any time condition and you will be entertained whenever you will get PR.

You only get points for employment if you have a job offer AND the employer gets either a LMO or an AEO from HRSDC. In your case you need an AEO. So basically, the employer does have to go through HRSDC.
