BECAUSE BASED ON MY PREVIOUS QUERY HERE, I CAN STILL REFUND MY FEES IF I WAS NOT ABLE TO PASS THE ELIGIBILITY REVIEW AT CIO. WE ARE 5 MEMBERS IN OUR FAMILY SO I LOSE I LOT OF MONEY $1600. Sorry to hear about your NER.

Following email states the right information as you wont be entitled to get the money back as calculating the point is the last stage in PER and we have other friends & forum members who faced the same issue. (Sorry to day that)

But I wish that you prepare your IELTS once more at the earliest & resubmit your application.

I am sorry, but according to EG7 you are not eligible to a refund since your point assessment had already begun. Once the eligibility review has been completed (where the CIO checks your NOC against the MI), the CIO assesses your score. Once this assessment has begun, a refund is not possible:

EG7 (page 15) states:

   "less than the pass mark
   Note: If you are refused at this stage, the processing fees will not be refunded."

Although the final assessment of your score would have been done by your local VO, a first assessment is already being done by the CIO. The CIO makes no positive decision (in this case a file would be forwarded to the local VO for final assessment of the score), only negative ones. But if they do - like in your case - the fee will not be refunded.

Based on a review of the information you have provided, your application has received a positive final determination of eligibility for processing on the basis of work experience in an occupation specified in the Instructions issued by the Minister of Citizenship, Immigration and Multiculturalism and published in the Canada Gazette on June 25, 2011. 

WHAT EXACTLY THEY MEAN FINAL DETERMINATION?

Also it says, your application will be forwarded to VO office specified
On my application.

My VO is London, how long before it reaches the VO?

Congratulations, you have just received a PER.(positive  eligibility review). It means that you have just passed the first check point.

In general, files usually takes 2 to 4 weeks to reach to the visa office, and there they will check yours documents. Then, if nothing goes wrong with your docs you will receive a Medical Request in a few months.

I need an advise. We received our PER on March 15th but we have not received AOR from Buffallo VO yet. Should we send an e-mail to the VO asking if they have received it or it is a normal to wait more than 2 months for 2nd AOR?

Also, has anyone seen PER reflected in their online file?

Dont worry bro..there are so many in this forum who didnt receive AOR yet after getting PER..even i sent email to my VO..bt they didnt reply.. Sad
