Issue: Passing marks..!

"New Year Greetings" first of all to everyone over here..!!

I am about to begin my preparations for immigration process. Some doubts surfaced on calculating marks:

1. I have over 21 years of full time education including 2 years Certificate + 2 years diploma & finally 3 years university degree (Engineering); all after my senior secondary education. Now am I be eligible for 22 or 20 marks for my education?

2. As I checked on language proficiency for simplified process (new process started last year), it mentions about Ability in "English AND/OR French - 24 Marks". Now does this And/Orreflects that if even if I understand only English, I am eligible for full 24 marks? If so, how?

1.  If your 2-year certificate or 2-year diploma were considered to be Bachelor's-level work, then you would have 22 points.  If not, then 20.
2.  You can get up to 16 points if English and an additional 8 for French.

1.  Degree 20 points.
2.  16 points maximum for primary language 8 for secondary, in your case, then the maximum would be 16.  That depends on your IELTS score, unless English is your mother tongue.

A Bachelor's Degree or Masters from any non-English speaking country will not be taken as proof of your language skills.  You will have to prove you are proficient in the language by appearing for an IELTS test and get a band score of 7.5 to score 16 points on language skills.
