Hi,

2nd AOR is an acknowledgment that they have received your File, they will start processing it when your status will change to "in-process"

CIO would do what is called Initial Review and the following activities are performed

All required fields in your application forms are complete,
All required documents are submitted from the document checklist (IMM 5612),
The correct processing fee payment has been made
The occupation you are applying under has reached the allowable limit under category 1

Yes they do calculate points and see the eligibility review but that is not final and binding and is done at a high level. There are many cases which were rejected at CHC because of lack of point even though CIO approved the application initially

In addition to ankit they also check if your job duties match with the NOC you are applying for.
