Why is she not eligible for permanent residency? And why was she given an OWP then if she's not eligible?

Good point!

Is your friend a "forum" member? Maybe she can tell her story to help others who would be submitting their apps and may be in a similar situation so something can be done to correct whatever and avoid possible application pitfalls.

Is your spouse a student or a skilled worker? If your spouse is either then you are eligible for the OWP, otherwise you're not. You probably are processing a WP (closed), tied in with an employer and can only work for the employer whose name will appear on your WP and if so then you would have signed a contract, and the HRDC letter you're referring to is probably the LMO.
