As you know the reputation of Stoufville already and now CHC are aware of it so don't waste time in applying again in Stoufville.
Government Funded colleges required fees in advance as soon you get your acceptance where else the universities doesn't required semester fees in advance until you reach to their campus but there are some universities who ask you to pay the fees in advance as well but those are private universities.
Now, if your intention is to do Diploma than you have to apply in college as, universities doesn't offer diploma courses. But on the other hand you have to pay college fee in advance so, I have an option for you, if you want to avail it will save your college fee to pay in advance and for that you have to go with a Canadian consultant with whom my case is processing but you have to apply before May for waiver of your fees till mid of July.

In the meantime I am searching for graduate diploma courses. I have done my MBA so I have 16 years education. I found graduate diploma courses in universities too. If you are saying universities don't require advance course fee so I think it would be good option for me.
