I've read that some people are interviewed while others are not.  
Is the interview part of the process or does it become part of it, if the CIC needs more information from the applicant?

it depends on the VO if u have provided misinformation otherwise it is not necessary.

They can ask for an interview, however in most cases it is waived.

It is only really borderline cases or if they feel some of the documents or information may be fraudulent and they want some face to face verification. Basically when you get your medical requests, you know your interview has been waived.

In my case i got interview call after they have asked for pp landing fees and medical,,,,its probably i got a refusal before
