So do I pay 550$ (75$ sponsor and 475$ spouse) PLUS 490$ (Right of Permanent residence fee)? Makes a total of 1040$? Is that correct?

You technically dont have to pay the right of permanent residence fee ($490) up front. However it's strongly advised that you do so to avoid processing delays to your application when they ask for it later.
