is it mandatory to have Tax documents of the relative who is citizen of Canada? Do I need to have TIN number?

not in my opinion

you need documents to prove
1) the relationship
2) that the relation is a PR/citizen and
3) living in Canada

the T4 forms are proof of income from an employer in Canada, so will help prove the resident aspect, if the relative is unemployed or retired there's no T4, so you need other proof of resident status, use your imagination, get as much proof as you can, it'll save time having to get more later if CIC think you have insufficient
