Yes, because a number of states don't input convictions into the FBI system.

thanks for ur reply PMM, in my case i have already requested for the police clearance almost 4 times, and each time they send it back with a new objection due which my application is being delayed. Is there any chance of getting exemption from the state police clearance? if we can show them the no. the requests we already made and the fees of $64 we send every time and still there is no progress.

I don't know what problem you are having, but the instructions are pretty clear here: http://ag.ca.gov/fingerprints/
They won't give you an exemption.

thanks again for reply.we got a email from attorney general office saying that our fingerprint cards have reached. But last time a different officer told us that that the fees for the request was right but the fingerprints must be given on FBI cards which have reached them now.The other officer now requires an another draft of $64 which we will be sending today by fed EX.
