Actually We can't say, but depending on current situation it will not slow any process.
***BUT*** CHC people only responsible for your question. if you have any doubt of slowness in process please contact them. what about Canadian visa office? it's open? did you enquire by phone? what about post office and courrier services? this will slow who waiting for further communications by London VO (IF POST/ COURRIER Services is NOT working in current situation). If they all are working than don't worry about slowness (depending on the current situation).
please update...

The offices are open, mail and courier services are working as usual.

I THINK THIS WIL NOT EFFECT ON CHC LONDON
If violations gona on high risk arround the city cor country & CHC staff not able to work OR postal/courrier services staffs not able to work than it will delay cases. (Remember Canada postal strike!!! just few months ago in this year, it was delay lots of cases). OMM

The riots are not close Grosvenor Square. http://www.ft.com/cms/s/0/9537393c-c29b-11e0-8cc7-00144feabdc0.html#axzz1UZ0zt65cIMO There is too much scaremongering over these riots, the chances of any impact on Canadian immigration is extremely remote. There is more risk from an outbreak of flu inside the CHC.

Good Balooo but other services also slow down the process, even banking systems too. if riots not at the VO location but think if UK government announce to stop working for public sectors like postal sevices , banks etc and private sectors like couriers , private banks etc than it will sure slowness in the process for few days or week... thats my calculation...
lets see...!!!

I think that you overestimate the impact of the riots. There will not be an announcement of work being stopped.
As I said "There is more risk from an outbreak of flu inside the CHC."
