Depends on where you live now?

Zimbabwe is a good place to move to if you live in Iraq or Afghanistan now.

Quebec (as far as I have heard) has good social welfare but I don't know how true it is.

if you know French language Basic then you dont have any problem, Quebec is french speaking, english also acceptable but first language is French.
cold then toronto area, remember its more than better to India. dontworry lots of indians working in -45C to -50C in alaska and in Canada too.
jobs are nice in this area depending on your qualification. as I am IT network manager , I found that good jobs in canada now then staying on H1B in the USA. so, I plan to move canada on Federal skilled workers PR.
