hello,
it might be better to proceed with the one you have already on as some outland applications take long time too. I don't think that your outland visa office will pay really much attention to your withdrawn application, it depends on the changes you plan to submit, but they can ask for interview to clarify.

First of all I think that you're not eligible to re-apply until your old application has been rejected. Second of all you will be asked to list any previous visa/residency applications you may have filed, so you'd have to lie about the previous application, which is certainly not advisable.

No, if she withdraws the inland application, she's free to file another application, either inland or outland. The withdrawn application is considered finished.
And there is no reason to lie about the withdrawn application. It would be a bad idea anyway, since I'm sure that even if they don't see the forms that went with it, they will certainly know it existed and lying about it would be a bad, bad thing. They will probably wonder why you withdrew the first application, so it's best to voluntarily explain it in your new application.

And, as has been said before, you might want to stick with the inland application. I guess it depends on how far along you are. I mean, if you jist sent it in a month ago, then you're not losing much, but if it's been processing for a year, I'd stick with it.

I send inland application on july 2008 but my file transferred to local office in calgary.  And i get letter from cic calgary that my file estimated will be reviewed on august 2011.  And now my father back home is sick so i have to comeback to see him. I want to wait here but I am scared if i dont have a chance to see him again so i decide to go home, withdraw the inland application and start a new application from ouside.  But what i am concern, is if I fill application in outland application there is some data a little bit different with inland application will they track to my previous (inland) application or they will not see my inland application as it already close?thank you again for your respond
