No, the $550 is the application and then you pay $490 RPRF neither refundable.

Why?  You want to give your PR back and get a refund?  It does not work that way.  Once you land, your landing fee is not refundable.

RPRF ($490) is refundable if the applicant sends it earlier (before their asking) & his/her case gets Rejected, or s/he Withdraws it.

Processing fees ($550) can be refunded if the file is refused/returned @ the CIO stage. But not @ the discretion of the applicant, unless s/he sends a Withdrawal Letter before getting his/her AOR.
