I submitted full documents to London last August and am yet to hear from them.  Ecas does not state whether they have received my documents and doesn't say if they have started reviewing my file in London.

Is it worth getting my CAIPS notes just to figure out what's happening?

Its appears that they have not yet review your documents. Usually they say after 8 months if you do not hear, you can contact them.
Regarding CAIPS, you will not find new things, because I belive they haven't review your documents
