Hello There,

   I am a Canadian Citizen.  Lives in Ontario.  Married and having 2 young children.  I have brothers and sisters residents in the Philippines.  They are all married and live with their own, except for my one sister.  She is 46 yrs. old, single.
   Our parents have been deceased for the past few years.  However, before my mother died, she told me that, she wants my sister to be with me, because she doesn't want to see my sister  alone when she's gone.  And also, she was worried with me for I don't have any single relative besides my husband.  My sister is a very hard working and lot of potentials in life.  A year after my mother died, my father joined her.  Therefore, since then, my sister left and has been living alone.  I love and missed her so much and want her to be with me. 
   I'm wondering, if it is possible for me to sponsor her to come here (Canada) so, we can reunite together.

Where do you live? Some provinces offer the provinicial nominee program... you can get more info here:

No.  Ontario does not have a family stream available in their provincial nominee program.

No.  Ontario does not have a family stream available in their provincial nominee program.

Oops! Missed the Ontario part! Perhaps the op wants to consider moving to a province that had PNP....
