Hello,i want to migrate to canada with my husband and child as an international student by jan 2010 and my husband wants us to buy our home a 3bedroom house before arrival. The school i applied for is Saskatoon and we are looking for places that are not too far from sch. even if it is not within sask but maybe provinces around it is still ok by us provided we can get a very reasonable prize for the house.

It is possible to buy before moving. If you have relatives in the area you want to move to they can be a big help.

I'd caution against buying before seeing the place in person. Use the Internet to acquianit yourself with areas and prices, and maybe identify a few places to see when you arrive, but a place almost always looks better in photos than in reality.
Photos cannot convey the neighbourhod (seedy and noisy or solid and quiet; proximity of convenient and suitable grocery stores, banks etc), which will affect your enjoyment and resale value a lot.
Unless you are panicking to buy, wait.
