is it ok to submit application to buffalo while waiting for new work permit?

Hi all,

I just want to know if it is okay to submit your PR application to visa office while a work permit extension is being applied? My friend have her nomination certificate but her work permit expired last July and applied in May for the extension. She doesn't have her new work permit so she is kind of worried to submit her application to Buffalo and her work permit is expired.

Please let me know of your opinion.
