Why don't you call DHL customer service and ask them. If it is illegal they will not accept it.

I would be surprised if any courier would want to take responsibility for carrying quantities of money like that.  Also, there must be some limit or else the government would not put on a limit of $10,000 for travellers coming into the country. otherwise it has to be declared.  Why not just make out a bank draft and carry that.  Much safer and you can deposit it when you open your bank account.  Alternately, open a Canadian account and have it wire transferred.  You will have to answer questions about the money, being such a large amount.

Bank draft is the best option if you want to "carry" it.
Better option, wire transfer or use a bank like HSBC.

for bank draft banks chage money like on every 1000 25 pounds so when i'll tranfer 15000 pounds they will charge me accordingly.

now other side of the coin. Banks give their own foreign rate which is very bad
take for example; i visited my local branch they gave me the rate like this
Against every pound i'll get.........$1.44 which means that
£1000= $1440
on the other hand this is Tc's rate: £1= $1.57
£1000= $1570

so if on every 1000 pounds i'll save 130 dollars
now youncan calculate for urself that on 15 or 20 thousand how much money extra i can save

Check the rates at HSBC premier
http://www.offshore.hsbc.com/1/2/international/bank-accounts/money-transfers/money-out

In the end it is your call, But I would not "send" or "carry" that amount of TC's.

It is definitely illegal. As sending any form of money for that matter. It is written on DHL and any other courier service envelope.

Moreover you must show your funds at the port of entry to immigration officer. How are you going to show them if TC are not with you?
What is the point of sending them to your friend?

If you were a "refugee" than there is a point of hiding extra money so that to claim all sort of assistance.
Otherwise there is no point. How will you explain in your financial declaration that "extra" money?
If you declare it at the port of entry it is tax-free.

I'm not sure if TC via DHL is illegal, but why don't you send a bank draft to your banker in Canada, instructing him/her to deposit it to your bank account instead?  You can write a cheque drawn from this Canadian account later to your friend if you want.   Otherwise, you can try HSBC global transfer.

i will show them at POE the receipt of TC's as a  proof for tax free option and would declare that i have brought this much amount

I am pretty sure that you need to show real TC. However, let hear from those who had recent experience.
