I used a 10" X 14" envelope because some of my documents are long and cannot fit in the required short size envelope. I don't think CIC will reject ones application because of the envelope size?

Mandatory, I doubt it.

But, I suspect that they ask for that size for a reason.
Why not fold the documents so they fit in the size requested?

If what you have to send cannot fit (no matter what), then guess what, you will need to use a bigger package

I had a LARGE Envelope as docs didnt fit the advised. SO I used a Large one, just curled the excess around the package....No worries.
