Is it mandetory that educational certificates to submitted un Yniversity sealed envelope? I submitted notarized educational certificate but CIC sent me AOR in 2005. they did not ask for educational certificates in sealed envelop. Shloud i send it again in University sealed envelop?

As you got an AOR already why do you worry about it?. Notarized document has its own value and imporantance. CIC will notify you if  anything is incomplete or not  submitted properly.
