i feel sorry if that has happened. i think it should be refundable but you need to ask CIC.

i read this on the CIC website,

application processing fee - non refundable
right of permanent residence fee - refundable if application is denied/refused.

If the visa office had not started processing then application fee is refundable. Processing is after submitting all the documents / 2nd AOR. Death of applicant, it can be called compassonate ground, may be on informing the visa office and requesting for refund of application fee, it may be refunded.
