I think IELTS Academic is tougher then General. It would be easier for you to improve your score by giving general only.

For pre 26 June & specifically applicants who submitted their application before 10 April 2010 to CIO Sydney, IELTS Academic score was acceptable.
However now it is risky as the Visa officer may not consider the new score for your IELTS if it's academic as these days academic is not acceptable for FSW-PR applicants.

You can use the academic score for your educational purposes, but it is tougher then general test so keep that in mind.

Write a query to the Visa Office for the best reply.

It means did not answer your question. Well, then, if I were you I would take General Training to be on the safe side. Recently someone (applied under list 29) whom I know was asked to submit GT even though she sent Academic with the package. I know you are pre-29, but like I said it is better to be on the safe side.
