Is it high recommended that we receive a notification of withdrawal request for a FSW application(New rules) and then re-apply or I can re-apply right away since I have requested the visa office to withdraw my application and have not heard from them yet? I want to re-apply at home country and but I do not know if Buffalo will take too long to notify me that my application was withdrawn after my request.

I do not see any problems with that. They will not process both applications and they will problem request you to cancel one of them. Let's wait for someone else's opinion.

I guess you want to re-apply because your home country is faster. In that case it
doesn't matter because there is little chance that both application will be processed.
