Usually PP Call will be after the background checks. But rarely any thing un-usual can also happen!

I've never seen fingerprints mentioned anywhere in the CIC literature.  WHo gets fingerprinted, the applicant for Permanent residency? And where dies this happen, after arriving in Canada or at the embassy/consulate in his/gher country?

Certain countries require you to submit your fingerprints in order to obtain a police clearance. Not all though. Unless they are needed for that, the applicant does not get fingerprinted.
