Are the interview results told to the applicant at the time of interview or later? Thanks in advance.

Yes, you'll get to know right away.

 Two things:

 1. Either the IO will tell you, he's accepting your application Or He will ask you to go ahead do your medicals, and pay the landing fee in both scenarios its a YES.

In case, of refusal he will either tell you, your application has been refused or that he requires further documents to make a decision to issue you medical forms.

That's right, you will get the result as soon as he finishes with you and then return your passport with stamp like mine

Not necessarily, I would think that most refusal are by mail not verbally after the interview, I have never heard anyone being issued their COPR directly after the interview.
