Generally when u apply for a student permit or trv to go back what comes first?

Generally when u apply for a student permit or trv to go back what comes first?

Interview (if required in rare cases) and then medical (if your application is accepted but is an exception in some countries).

Bad - means there's a concern or question about something, or something needs to be clarified / explained.

Actually semi bad/good.  Good is you get the visa without interview, Bad is if you are refused without interview.  Semi bad/good, interview, means you still have a chance of getting the visa.
