I'm getting a support letter from my spouse's dad all in Japanese. I can only read a little bit of Japanese(which I'm going to mention somewhere in the application) so I'm getting my spouse to interpret the letter and I'm going to be translating it into english. Is that ok? I am also planning or declaring a statement saying my spouse is interpreting the letter and I'm going to be the one translating it.

Also at the end of the sponsored spouse questionnaire, it has a section for if there was an interpreter, then sign it. That could be me right? It doesn't have to be a certified interpreter does it?

It's OK to translate non-official documents yourself.  Technically, your spouse is the one translating the document, not you, since she is the one telling you what the Japanese words mean in English (that is my inference from the fact that you said you only read a little Japanese).  You will be transcribing her translation into English. 

If you are assisting your wife with the interpretation of the documents, then yes, you will sign as the person who did so.  It does not have to be a certified interpreter.
