Hi,

I obtained international driving document from IDL services inc-1940 NE 123RD ST, NORTH MIAMI,FL33181 , www.international-license.com , i have also Saudi Arabia driving licence ,can i drive car in canada?

I am permanent resident from April 25, 2009

Normally you can drive with your foreign license for a while, depends on the province but usually at least for 3 months.  Then you have to get a Canadian one.  You have to find out what the rules are in the province you plan to live in.
