Honestly?  I think that you are going to get the same answer, you are in Saudi on a work permit (or their version) so you have no ties to Saudi, your family are all in Canada, so CHC/CIC is going to think that you have no reason to return.

If you were denied a study visa based on being a risk of overstaying, the same would go for visit visa but the only way to find out is to try to apply.

In my opinion, you can apply again, and taking into consideration all the facts from your previous refusal, prepare you case 100%-120% (e.i. all supporting docs, letters from your Canadian relatives stating that you don't wish to overstay your visit in Canada, be creative and submit some important documents that will convince CHC of your temporary intent to visit Canad, as well as your return to UAE.

I can't tell you exactly what docs to submit as I don't know whats your current situation with PR application, etc. The only thing I can say that you, as an applicant, have to convince immigration authorities that you will not overstay your visit in Canada, or abandon your temporary resident status. In addition, your have to provide all necessary docs in support of your application (an invitation letter from relatives, proof of available funds, letter from your UAI employer, salary indication, and his permission for your vacation, etc. The rest is up to you. It is also true, that immigration authorities are not so keen to issue visitor's status to those who are already in immigration process.
