Thank you, mate. I trust I am eligible only if I can ensure only 11 points from IELTS factor. But not possible to apply. I live only with my mom in this earth but cannot apply with her. How is possible? I cannot leave my mom even for a month by any means. I am really disappointed to know CIC's rule. Thank you once again for your suggestion.

well, which NOC is appropriate for you? check current occupation list:
http://www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

it's true that you can't include your mom while filing your application, but after getting your VISA, you can apply for "Super Visa" for you mom. Please note, Super Visa is "visit visa" not immigrant visa, however, it's validity is 10 years  Cheesy.
if you want to know more about super visa then visit following page:
http://www.cic.gc.ca/english/department/media/backgrounders/2011/2011-12-01.asp

hope this helps  Cheesy
