If you are a "skilled worker," you don't need someone to sponsor you.  You can apply of your own accord.

kumusta.  As Thaiguy mentioned, Skilled worker immigration is based on a point system which will determine whether you will likely be approved for PR or not.  You don't need a sponsor, though there will be some merits to having a job offer in Canada.  I'm also a filipino who has lived and worked in the US for 8 years.  I applied without any job offers and got my Visa in 7 months.  This however is not true in all countries, I think the Philippines currently takes about 3 to 4 years to get an approval.
