1.  See if you have at least one years experience in the list of 29 occupations in the past 10 years.  If so, and if you have 67 points you can apply.
2.  List of 29  http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list
3.  http://www.cic.gc.ca/app/ctcvac/english/index
4.  If not then you don't qualify as a skilled worker.
