inland / outland different forms?

Are there different forms for inland vs outland? I cant see anyything on the main government website. I cant see anything on the forms that says exactly how my wife will apply inland or outland, do they figure this out by looking at addresses?

Yes, the forms are different.  The forms are here:

Inland: http://www.cic.gc.ca/english/information/applications/spouse.asp This is referred to as the "Spouse/Common-law Partner in Canada Class" application for permanent residence.

Outland: http://www.cic.gc.ca/english/information/applications/fc.asp This is referred to as a "family class" application for permanent residence.
