See http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-after.asp - there is a link near the bottom of the page that allows you to send an e-mail (to CPCM-EXTCOM @ cic.gc.ca with the Subject "Withdraw Sponsorship Application"). Note that this link sends e-mail to CPC-M, I could not find a comparable link for CPC-V. If you do not hear back from them, send a written letter to CPC-V.

My ecas changed overnight: We received your application to sponsor XXXXXXXXX on July 29, 2011. We started processing your application on September 1, 2011. We sent you a letter on June 19, 2012 about the decision on your application. Please consider delays in mail delivery before contacting us.
My second stage still shows in process, though. Hopefully that'll update soon. We sent everything with our application.

Note that this link sends e-mail to CPC-M, I could not find a comparable link for CPC-V. If you do not hear back from them, send a written letter to CPC-V. Thank you for pointing me in the right direction, here is what I found: "If you change your mind after submitting the sponsorship application and undertaking, you must write us a letter before your spouse or common-law partner is granted permanent resident status. An undertaking can only be withdrawn if the Case Processing Centre in Vegreville (CPC-V) agrees to the withdrawal. If the CPC agrees to the withdrawal, there is no repayment of processing fees for an application for permanent residence and there is no right of appeal. If your spouse or common-law partner has already been granted permanent resident status, the promise you made to support your spouse or common-law partner will be valid for the term of your undertaking. Under no circumstances does the granting of Canadian citizenship, divorce, separation or moving to another province cancel the undertaking. The undertaking also remains in effect if your financial situation deteriorates."

Hey guys!
I just wanted to let you know that i landed yesterday at Scarborough office and everything went so smoothly. I had a very early appointment so i had to wake up around 6 am! Now i understand why Scarborough office is the busiest landing office!! But luckily i was the first in the list so basically it took me around 5 minutes. The lady asked if i commit any crime or if i have any dependent children here or outside Canada and also if i am in welfare or getting any help from the gv So i answered NO Then i signed the paper and she again reminded to not use the document as a travel so she advise me to wait until i get me pr card. And after that i had to go to the waiting area to wait for another agent to call us in for the SIN And yay i got my New SIN number and ready to and celebrate !! The funny part is when i get home i found out that i got my health card in the mail!! LOL
Just for people that are landing in Scarborough office it takes around 2-3 months to get the appointment so relax and enjoy your summer because you are almost there!
Thanks to everyone!

That is very weird! How do you know that the decision was made if the call center can't give you any info? Why can't the call center give you any info? The decision on my case was made June 18th, and I got all my letters, AIP and work permit, today! Now this CIC is...!!!! I don't know!!! I sent an original of my background check, and in the letter they sent me they are saying I sent a photocopy... I'll call them and see... Thank God they don't want me to do the meds again... Don't wanna pay $$$$$$200 again!!!!
