I have received my file number in May 2009 ,and I have submitted all the document by 1st October 2009 through my consultant in Dubai,the thing is ,after my IELTS results (overall 6.5) my consultant said that I'm short of 2 pts and I have to take the TEF exam (French),I'm Algerian ,and French is our 2nd language .My TEF test is scheduled on 28 th Oct ,and the results about 3 weeks later.
My consltant said that the immigration will start my process my application because we sent him my receipt showing that I'll be passing the TEF.
According to your experience ,is this making sense ?

Other thing ,I have 3 years professional diploma from College lassalle in Montreal ,is this getting me 20 pts or 22 pts ?

First of all, Good luck with your TEF Exam! Though, I am sure you won't have any problem with TEF as French is your 2nd language.
Can I know where you are taking the TEF exam? Is it possible to take it in Dubai? I appreciate your help on that.

I think you will be fine.  Other people have done the same with IELTS, that is, could not get an IELTS date in time to turn in their documents and just sent their documents and the receipt showing they are going for IELTS and then sent the IELTS as soon as they got it and they were ok.

Yes ,I'll be passing my TEF in Dubai at the Alliance francaise in Bur Dubai ,it cost 1400 dirhams ,below is their contact details on case you want to contact them ,good luck !!

Thank you a lot. Are you going to take the 5 tests or just the 3 obligatory ones? Are the 5 required from us? Do we have to send the original certificate to the immigration office?

As I underestand from rules, you need to claim for your languae proficincy (Eng. or Fr) and then prove it by the certificates. If you have claim for any level in French and provide them with TEF, it's OK (especially if you have sent te registration receipt).
If you have not claimed, you need to update the related forms or send a letter claiming your language proficieny an send to them along with your Test Result.

We need to pass the 5 test ,I don't have the passing marks in mind ,I'll try to post it later on .
PS:Alliance francaise provide a book for study before the test
