i am 19 years old and i've just finished high school in Lebanon,

am i able to submit an immigration application ??

Take the assessment at www.cic.gc.ca with only a high school education, with no apprenticeship, and no skilled work, it is high unlikely that you would qualify.

I am a pre-medical student in the American university of Beirut,

i really need to know if i can study one year here in Lebanon and then submit a transfer application to a university in Canada, of course with taking transferable credits in consideration..

yet no one answered to my question!

Because that is not the question you asked.  You would have to contact Canadian medical schools to see if they will register you and what credit they may give you.  Then you have to determine if you can afford the international fees.

I handle the further studies of students from different countries in Canada.  You could come to study in Canada as a student if you have the necessary funding..  Once you get a diploma in Canada, you will get additional points towards your immigration.

I apologize,

btw how much money do i need to study at least one year in Canada??

someone told me that i should  have  29000$  as an international student to afford the exorbitant fees including university,house and car rental..

is it true??

The website says:

"You must prove that you have enough money to pay for your:
* tuition fees
* living expenses for yourself and any family members who come with you to Canada and
* return transportation for yourself and any family members who come with you to Canada"

These costs are going to be different depending on which school you want to attend, how expensive it is to live there, how many people will be traveling with you (if any), how much airfare will cost, and what kind of lifestyle you want to live.

So it's not a set amount.  You should do some research and be able to justify your estimates.
