(2) Original Passport need to be submitted along with the application. If you need the passport urgently, you can always get it back (from the Embassy, in person)
i am not quite sure you understand the meaning of "urgent".
suppose i give them my passport on a monday. that friday afternoon i get an urgent call from india, and i need to leave immediately. i live in nc, takes 5 hours to drive upto dc, any flight even if available would only reach dc by 5pm. now how in the world do i get my passport back before monday!
ny or houston does not need passport for the entire time. why this discrepancy between locations?

(3) Timeline is about 6 to 8 weeks. But it really depends on the feedback from your State in India. It is not in Washington DC's control..
nobody is even complaining about the time line. the only issue is being without my passport indefinitely.

(4) Yes.. It is very unlikely that you will be able to get through the phone line to a person. Voice mail is always full and you cannot leave any message
even when i got through to a person, s/he was extremely rude, cut me off numerously, did not offer any service of value, was no even courteous which is rule number 1 for any customer service/support.
this is occurred with multiple people just not 1 person.

Can you please point me to any official link where it says NY doesn't need the passport for the entire time ?

NY consulate website says they need original passport. But it doesn't say when and they have also not outlined the 2 step process.

I cannot provide you details on the NY office since I never contacted them as NC falls under DC office's jurisdiction. My knowledge about NY is from other posters on this forum. You need to do some research and contact them.
