Similar situation  here. I am also a software engineer. I am just curious, aren't mainframe programmers in demand in the US because not many people are learning mainframe technologies? You should be able to get a Greencard or H1B easily..

It is not easy to get a work visa without a job offer, however you may want to apply as Skilled worker or Provincial nominee
