Including refusal letter to Sydney, would have any advantage?

Guys,

My application got refuse for lake of 1 point. I got 66, but my NOC every thing was already accepted by CIC. Now, I am reapplying and sending application to Sydney due to new rules.

My question is, if I include the refusal latter in application, would this help me at Sydney stage? as my occupation was already approved but refused just because of lake of points. Would that help me to get approval for occupation / duties check etc at Sydney stage?

Any reply would be highly appreciated.
