Welcome to this forum / thread. The first step you need to do is to
guide yourself.... please go through the following step by step ...... have to spend at least 2-3 hours ......

As for your queries - (1) I think you wanted to write Feb 2011 ..... if Visa is expiring by that time....better to put VO where you can go anytime...your country ...... assuming New Delhi..... now a days UK has become very strict in extending /issuing the visas ....

.......you can apply from London ....but in the very first box, put your VO (Visa Office) as New Delhi ...... if you have to come back to India. If you are sure of the extension, then ONLY put London as VO ..... Getting the file transferred before Feb 2011 seems illogical.

(2) Yes...you can show funds in India......... Remember ..the bank a/c or FD have to be on your name / spouse name ...... joint a/c ONLY with spouse is acceptable....
(3) All documents (original / notarized photocopy) along with the application must be submitted to CIO (Nova Scotia, Canada) directly.
The only exception is PCC ....which is to be submitted to your VO (at a later date ... when asked)(4) Yup... that's fine...no problem....
Go through the above-mentioned (a) & (b) ...... you will sail through. All the Best
