Punjabi,
let me explain it to u. when we will send our all documents to CIO we have to mainitain following order:
            1. Document checklist of CIO(it is the cover page)
            2. Application forms
            3. Passport pages
            4. Original GT IELTS result
            5. Visa office document checklist(it will be the cover page of the additional documents requested by visa office)
            6. Documents requested by visa office
So, Document checklist of CIO is the main cover page & Visa office document checklist is the cover page of the additional documents requested by the visa office.

Hi,

Do I need to send the original sealed  transcript  and original police clearance certicate to CIO as they said they need  a copy of the visa specific documents ?

Hi all,
Interesting question... Do we have to send both the CIO and the Visa Office's application fee at the same time too?
Because the Visa Office(buffalo) checklist also requires Fee Payment...!?

NO

Send only Application Fees 550$/ adult
RPPF Fess is option and It can be sent at the time of sending full documents to local visa office or at the time of medical/ passport request on later stage.

What about photos? my visa office required 5 photos in a sealed envelop, that means i have to send it to CIO according to new rule.  I am confused about the space reserved in the application form for photo. Do i need to staple/stick a photo of myself on that reserve space?

Page No 24 on EG7.pdf
Photos are required when you submit your application to the CIO in Sydney.
Follow these steps: Step Action
1
Take the Photo Specifications sheet (found in Appendix B of this guide) to a photographer.
2
Ask the photographer to provide you with the number of photos required in Appendix A of the Visa Office specific instructions for yourself and each family member.
3
On the back of one photo of each person, write the name of the person in the photo and his or her height and eye colour.
4
Enclose the photos of each person in an envelope and seal the envelope.
5
Write your name and date of birth on the outside of the envelope.
6
Staple the envelope to your application form. Be careful not to staple or bend the photos.
