If application of the work permit renewal is under process, then during the implied status, can child continue to study in government school??

Yes, my coworkers in AB had kids in school and their kids never got sent home while their work permit renewals were in process.  Life goes on as normal.  If nobody tells you something is forbidden, assume it's allowed.
