If the person is applying for PR inside Canada, can he legally stay in Canada and will he be under implied status until he receive his application approval?

Anybody's input is highly appreciated.

Not really, for implied status, you would have had to apply for an extension.  If you didn't, then you are here "illegally"

I have a related question........

My work permit expired recently. But a month before the expiry, I applied to extend my stay as a visitor. Still waiting for reply.
If this visitor visa application is rejected, do I have another 90 days implied status after that or do I have to leave immediately.

Usually 30 days to leave.
