Hi,

Can I apply for US L1 or H1 visa if I am on worker implied status in Canada.

That's a good question.
I think you could definitely get one(given you get everything) if you travel back home and apply from your own country. From Canada, I am not too sure the US consulate/embassy will give you visa if you're on implied status.
Well mainly because you won't have  ties. Ties is basically anything that will make you leave the US. It can be financial ties like a job or family like kids being in school. In your case, you have implied status and if you were to leave Canada on your way back here, you can't work/atteend school till a decision is made and your permit issued.
I would say your chances are 25-30% to get any visa while on implied status unless you go to your home country, from where you can show ties.
