Immigration to Quebec under Skilled worker program from India

Hello,

I am an Accountant by profession and so is my wife. I have completed 12+3 from india got my B.Com done and went to USA for further studies and completed Masters of Science in Accounting in May-2010 (2 + years of course). In total I have a accounting work experience of 4+ years, I have an accompanying wife who has BBA, M.Com and CA inter qualification and work accounting experience of 3+ years. My age is 26 and my wife's age is 28 and being young do not have any kids yet. Below are some questions related to Quebec immigration and I will appreciate if you could answer them.

1) Does quebec has any stipulation for a stay of minimum period prior to relocating to other parts of Canada?

2) What can be the processing times if I am applying from India?

3) Where should I send my application packet?
4) If called for interview where would be the intereview in india or outside india?

5) Me and My wife have 0 knowledge of French but we are joining Alliance Francaise and will appear for DELF certificate exam in March, having passed that exam how much points will be awarded to us and should we wait for the results to come and than apply for the immigration or we can apply right now on provisional basis and submit the score later on. Note: I am planning to give IELTS as well but not my wife as she probably does not have too...
