Immigration to Québec - Help Please

Hi

I have a question regarding immigration to Québec.

1) applied for immigration on: 04/2006
2) got my file number on: 06/2006
3) still no news about my case and my immigration consultant keep saying it is too early for you
4) we are now on 06/2008
5) how long does it take to immigrate to Québec   

what is your advice please?

Many thanks for your reply. I have applied to the Canadian Immigration Visa Office in Damascus (Syria) under Quebec Skilled Worker.

I AM SURPRISED FOR THAT U HAVENT GOT ANY REPLY YET BECAUSE HERE , ON THIS LINK, IT SAYS THAT IT TAKES BETWEEN 12-21MONTHS.
DO CHECK IT WITH YOUR CONSULTANT AGAIN AND HERE IS THE LINK FOR IT.
CHECK FOR AFRICA AND MIDDLE EAST REGION.

I know have checked too many times. My question is it possible to delay applications?
My consultant keep saying it is too early for you and you will get your visa sooner or latter. In fact am really down after 2 years! Is it good idea to move my application to the English process or I need to start again and wait another 5 years.....

What is the worst thing to expect?
