I am a doctor from the phillipines. Can i work as a doctor in canada?

Depends on where you got your training and if you are able to pass the MCCEE see: http://www.mcc.ca/english/news/index.html
Then you will have to get a residency, less than 10% of foreign trained physicians are able to obtain residencies in Canada.
