Can anyone tell me how the situation has changed due to the new immigration rules  2010?
How hard & difficult has it become now to become a PR AND citizen?

Also any links/wesites where I can read about the new immigrant rules 2010.

The question of hard or easy depends on each individual who wish to immigrate to Canada.
The applicant should meet the requirements as specified by CIC. Read the website.

You can search for many other sites of consultants and lawyers where there are lot of information about immigrating to Canada.
